Following an extensive selection process, the City of Troutdale had designated Capstone Partners as the primary developer for an exclusive negotiating agreement over development of the site. Despite an agreed vision for the site and a fine working relationship between the City and Capstone, the developer was unable to move ahead with their preferred concept. The City of Troutdale is now focused on beginning construction of the Sandy River Waterfront & Park Trail project, which should commence in the summer of 2024.
