Owned by the City of Troutdale’s Urban Renewal Agency, The Confluence site is a 15.89-acre parcel strategically situated next to historic Downtown Troutdale. The site is perched on the banks of the Sandy River, looking out toward the Columbia Gorge and Broughton Bluff, within easy walking distance of Downtown. The site is highly visible from I-84, and its iconic 125-foot water tower rises above Downtown, set against the backdrop of the Cascade foothills. The Confluence is a prime opportunity to link urban and natural amenities.

The city is looking to enter into a public-private partnership with a visionary developer interested in turning The Confluence at Troutdale into a landmark development for the Gorge region. After a careful selection process, the the City of Troutdale's Urban Renewal Agency designated Capstone Partners as the primary developer for an exclusive negotiating agreement over development of the property. Capstone's concept for The Confluence features a park plaza along the riverfront with hotels, multiple housing options, commercial spaces and industrial spaces mixed into the site.
